That does sound like a crappy situation. It almost sounds as though they're trying to force the kids out, and make it a mature neighbourhood. It doesn't seem right though, because if it's affordable for a family, why shouldn't they be able to live there?
Embellishment-wise - you're going to make me choose? I love them both!!! If I MUST... I'll take brads because you can always fake some of the ribbon effects.

That's really what a swap is - you can either swap things that you no longer need, or you can have a different type of swap (i.e. embellishment or ribbon) where you have a bunch of the same item, and swap with others to receive different stuff.
One of the most popular type of new items swaps is ribbon (I'm running a ribbon swap on my blog now). You purchase an entire roll of ribbon, cut it into 1 or 2 yd lengths, and then swap them with other members to get a whole pile of different ribbon back. Because I'm a Stampin' Up! demo, people pay me a certain amount for each swap spot, and I give them all of the ribbon.
It's a great way to build up your stash of stuff, or get rid of what you don't want. -
